Ray leads the West Region State and Local Tax practice of BDO. He has more than 30 years of experience addressing state and local tax issues for businesses ranging from startup to global and complex public companies. He has extensive experience in state and local tax planning areas of income taxes, sales and use taxes, and gross receipts taxes. Throughout his career in public accounting and industry, Ray has consulted on matters involving entity restructuring, nexus, apportionment, unitary businesses, refund reviews, mergers and acquisitions, tax efficient repatriation of foreign earnings, state tax controversy, credits and incentives, and state tax legislation.

His industry experience is diverse and includes life sciences, manufacturing & distribution, technology, automotive, insurance, energy, and entertainment. In addition to his public accounting experience, Ray’s was previously a California Franchise Tax Board auditor and Director of Tax Planning for a publicly held life sciences company with $15 billion of revenues. Ray’s role as a Director of Tax Planning focused on the commercial operations of the life sciences company with emphasis on income, sales and use and property taxes. Combining his government, industry, and public accounting experiences allows Ray to provide a balanced perspective to his clients.
